Rashtriya Uchchatar Shiksha Abhiyan (RUSA)

Rashtriya Uchchatar Shiksha Abhiyan (RUSA) is a Centrally Sponsored Scheme (CSS), launched in 2013 aims at providing strategic funding to eligible state higher educational institutions. The central funding (in the ratio of 60:40 for general category States, 90:10 for special category states and 100% for union territories) would be norm based and outcome dependent. The funding would flow from the central ministry through the state governments/union territories to the State Higher Education Councils before reaching the identified institutions. The funding to states would be made on the basis of critical appraisal of State Higher Education Plans, which would describe each state’s strategy to address issues of equity, access and excellence in higher education.

            RUSA has approved the proposal of our college under, Infrastructure Grants to College under Phase II for improving the infrastructure of our college. In this component grant has been provided to the college for the Construction of a Library, Renovation of Auditorium, Campus Development and Renovation of the Toilet blocks costing a total of 152.45 Lakhs. For the purpose 70.0 Lakh has been given to the construction agency, viz. Uttarakhand Krishi Utpadan Vipdan Board, Rudrapur, Uttarakhand as the first instalment. The construction of the library, renovation of the auditorium and the campus development is under process.

            RUSA has also allocated 40.31 Lakhs for the New facilities, which may include, the purchase of computer goods, equipment, furniture, books and journals. The purchase of the goods, equipment and furniture has to be done through GeM portal, as per the G.O. / Amendment of the General Financial Rules (GFRs) 2017 issued vide Office Memorandum No. F.-1/26/ 2018-PPD Dated April 02, 2019 issued by Ministry of Finance, Govt. of India. The complete letter is attached herewith. The college has received Rs. 30.0 Lakhs as first instalment. The college is in the process to purchase goods as per the govt. instructions through GeM portal. The detailed Utilization Certificate along with Physical and Financial Progress of the year 2019-20 has also been uploaded on the website.
